This idea of capacity as a platform for performance is central to the rationale for capacity assessment (although the term used here is capacity for performance, the criteria based approach can be applied to other dimensions of performance, such as quality, as well).

Results based management involves the following key steps defining strategic objectives specifying results that contribute to these goals and aligning programmes, processes and resources behind them engaging in ongoing monitoring and assessment of performance and improving accountability by means of continuous feedback on performance.
