This increased funding must come from a range of sources, particularly international donors, domestic resources, the private sector, and from donations from the general population.

The issue here is how do we get a partnership that involves government donors, the private sector and ordinary African people taking charge of their own lives?

Well run banks could themselves act as agents of innovation and should be encouraged and supported by international financial institutions, donors and, when feasible, the private sector.

Some speakers pointed out that there should be better coordination among donors and that risk should be shared with private financial institutions in the design of guarantees.

Japan believes that engagement with emerging donors and the private sector needs to be further promoted with a view to expanding the financial resources available for humanitarian assistance.
