Regional variations were significant, and the turnout in areas with a majority of Arab Sunnis was markedly lower than for other communities.

In this regional strategy, the roles of non governmental organizations, local communities and associations, trade unions, workers and victims should be consolidated.

The global programme will build on these networks by focusing on the enhancement of communities of practice at country, regional and global levels.

The plan of action stresses the role of the regional economic communities such as ECOWAS in west Africa and SADC in southern Africa.

UNIDO is now gradually taking measures and actions together with Regional Economic Communities, Governments and the African private sector to streamline sectoral action plans and regional road maps within the sectoral priorities of NEPAD.

OIOS observed, however, that the intensity and effectiveness of subregional office support varied considerably between offices and in regard to different regional economic communities.

The African Union also commended and encouraged UNCTAD's assistance to African regional economic communities, which were seen as the building blocks of the AU.

The guiding principles of the strategy address specific gaps and challenges identified by Pacific Island communities through the Commission Pacific Islands Regional Progress Report (1994 2004) and the pacific regional position paper prepared for the Conference.

On the one hand there are the religious communities, which operate on two levels between communities and within communities.

Based on that, subregional offices should develop practical medium term plans of action in providing support to regional economic communities (paragraph 40) (SP 04 002 009).

Nevertheless, much remains to be done, especially at the national and regional levels, in the planning and implementation of programmes on the ground in mountain communities.

Autonomous communities

However, another and perhaps the most important attainment is the increase in the regional integration component, the building of regional economic communities and ultimately the consolidation of a holistic approach to development on the basis of national ownership.
