While regular resources income increased over previous years, the balance between regular and other resources income continued to deteriorate sharply.

Professional writers do not have a regular income.

Regular income in 2004 totalled 331.6 million, an increase of 13.4 per cent compared to the 2003 income of 292.3 million.

This was due to appreciable growth in income for all three sources regular resources and other resources for regular and emergency situations.

The funding gap for the regular budget would have been 12.1 million if the exchange rate gains and the interest income were excluded from the total income.

UNICEF internal liquidity guidelines recommend a year end regular resources convertible cash balance equal to at least 10 per cent of projected regular resources income for the following year.

Annex III, table 2 shows the various sources of regular resources income, which can be broken down as follows

MISCELLANEOUS INCOME Estimated miscellaneous income for 2006 2007 amounts to 1,538,400 in the regular budget and 315,200 in the operational budget, details of which are shown in the following paragraphs.

The ratio of regular resources income to total income decreased to 40 per cent in 2004 compared to 43 per cent in 2003 and 45 per cent in the financial plan.

In 2004, regular resources income increased for the fourth consecutive year, reaching 842 million, up from 634 million in 2000.

Planned cash expenditure for 2005 in the regular programme was 386 million, against an expected cash income of 359 million.

11. Income generated by charging for access to ODS would be classified as miscellaneous income. Net resources would accrue accordingly under income section 3 of the regular budget. As it is too early to estimate income for the 1998 1999 biennium, it is proposed that such income would be reported in the budget performance report.
