The Office of the Chief Executive Officer comprises the Chief Executive Officer, the Deputy Chief Executive Officer, the Senior Legal Officer, the Special Assistant to the Chief Executive Officer, and conference support and administrative staff.

Each gender section will consist of a BS 18 (approx. 12 years of Government Service) officer with a BS 17 officer assisting him and a staff of 6 8 officials.

In addition, the Committee supports the establishment of a National Officer post of Protocol Officer, which would be consistent with its recommendations to hire national staff whenever operationally possible and practical.

The new posts include a Senior Conflict Management Officer at the P 5 level, an Information Advocacy and Outreach Officer at the P 3 level and two General Service (Other level) support staff.

An Administration Unit, headed by an Administrative Officer (P 3), and staffed with a Finance Officer (P 3), a Communications Officer (Field Service), an Information and Technology Officer (Field Service), a communications assistant (General Service (Other level)) and six local level staff, will provide administrative and logistical services in support of UNPOS substantive activities.

No increase is requested in the travel requirements for the Chief Executive Officer or his staff to attend sessions of the United Nations Joint Staff Pension Board and to visit secretaries of local staff pension committees.

It should be recalled that the Executive Office has only two staff members at the Professional level the Executive Officer and an Administrative Officer (Human Resources Officer) to carry out administrative duties and budgetary and finance functions for the Fund's secretariat and for the Investment Management Service.

In the case of UNMIL, a senior Procurement Officer was released in January 2004 followed by support staff in April and August 2004.

The Secretary General, as the chief administrative officer, shall provide and enforce such staff rules consistent with these principles as he or she considers necessary.

The Liaison Officer is the main port of call for UNODC management and operational staff in their dealings with Brussels and Luxembourg based European Union institutions.

The basis for distribution of local posts was that each office should normally have a minimum of four local staff (one National Programme Officer and three General Service staff, normally comprising a driver, an administrative finance assistant and a secretary).

A 50 per cent and 10 per cent delayed recruitment factor has been applied for the proposed additional 17 national officer and 574 national General Service staff posts.

UNOCI proposes to create a new National Officer post for Protocol Officer and to redeploy the Protocol Officer, P 2 post to the Political Affairs Office as Associate Political Officer.

Concerning national staff, the estimated requirements amount to 9,726,000, an increase of 2,095,900 (27.5 per cent) over the current period, based on a turnover factor of 15 per cent, G 4, step VI, and National Officer (NO) B, step V, salaries and staff assessment and common staff costs of the national staff salary scales in effect from 1 June 2002.

In countries that do not have an assigned field security coordination officer, an international staff member, usually the UNDP deputy resident representative, is appointed as the country security focal point.

A woman officer, in BPS 21 (the second highest level in the bureaucracy), was on deputation to the National Defense College as member of the directing staff of the college.

The Board of Auditors wishes to express its appreciation for the cooperation and assistance extended by the Secretary General, the executive heads of United Nations funds and programmes and the Chief Executive Officer of the United Nations Joint Staff Pension Fund, their officers and staff.

The estimated requirements take into account actual incumbency of 1,299 national staff as at 31 July 2005, the phased recruitment of the remaining 56 approved and the 591 additional proposed staff and reflect the application of 20 per cent and 5 per cent delayed recruitment factors to the authorized national officer and national General Service staff posts.

The Chief Executive Officer also serves as Secretary of the United Nations Joint Staff Pension Board, its Standing Committee, the Committee of Actuaries and the United Nations Staff Pension Committee, and is responsible for the organization and servicing of those bodies, as well as the required documentation.

The Committee was informed that five Professional posts continue to be encumbered by staff at lower levels than budgeted, including an Assistant Secretary General Chief of Staff post occupied at D 1, a P 5 Legal Officer post at P 4, a P 4 Information Officer post at P 3, a P 3 post of assistant in the Facilities Management Service at G 7 and a P 2 Information Technology Assistant post at FS 5.

(h) A staff member shall immediately notify a United Nations medical officer of any case of contagious disease occurring in his or her household or of any quarantine order affecting the household.

The overall composition of the secretariat that assists the Joint Inspection Unit remains unchanged and consists of 19 staff members, although the completion of several information technology related projects allowed the redeployment in 2004 of one Information Technology Officer (P 3) as Research Officer (P 3), thus strengthening the research capacity of the Unit.

The Committee was also informed that, in addition to the mission subsistence allowance payments made directly to the staff officers, reimbursement is made to those countries providing the officers at the standard reimbursement rate of 1,028 per officer per month, plus a specialist allowance at 73 per officer per month for clothing and equipment.
