10. The proposed staffing table for UNOMIG provides for 135 military observers and 157 civilian staff, comprising 62 international staff (20 in the Professional category, 20 Field Service, 15 General Service, and 7 Security Service) and 95 Local staff.

The force is composed of 1,732 force protection troops, 451 military observers, 460 civilian police and 31 international and Ceasefire Commission staff.

7. Resource requirements for civilian personnel are based on the phased deployment of 103 civilian personnel consisting of 50 international civilian staff (23 Professional, 9 General Service and 18 Field Service staff), 5 police advisers and 48 locally recruited staff.

In all, more than 430 international and Guatemalan personnel served in various professional capacities under the umbrella of the UNV programme.

The Committee was informed that, as at 31 August 1998, the actual military and civilian police personnel deployed in the mission area consisted of 199 military observers, 246 contingent personnel (160 engineering personnel (including staff officers), 58 demining personnel and 28 medical support personnel), 7 force orderly personnel and 81 civilian police observers.

The apportionment of resources was based on a total strength of 241 civilian staff (13 Professional, 39 Field Service, 19 General Service and 170 Local staff) and application of a vacancy rate of 5 per cent for both international and local staff.

Training programmes should be developed in order to acquaint public officials and professional groups working in the area of human rights, including public officials, law enforcement and correctional officials, members of the judiciary, members of the defence forces, teachers, social workers and health care personnel.

The core staff of the Latin American Institute consists of 21 persons 9 technical and 12 administrative staff members.
