These include 113 Professional and 108 General Service posts at headquarters, 2 Professional and 1 General Service posts in Geneva and 324 Professional and 424 local General Service posts in the field.

The total number of posts proposed under the support budget for 2006 2007 is 2,797 (983 international Professionals, 263 national Professionals and 1,551 General Service and other categories of staff), as compared with the authorized staffing for 2004 2005 of 2,717 (930 international Professionals, 258 national Professionals and 1,529 General Service and other categories of staff).

Of the 59 new posts proposed, 48 are in the field (10 International Professional and 38 National Professional posts), while 11 are at headquarters (10 International Professional and 1 General Service).

In all, more than 430 international and Guatemalan personnel served in various professional capacities under the umbrella of the UNV programme.

The force is composed of 1,732 force protection troops, 451 military observers, 460 civilian police and 31 international and Ceasefire Commission staff.

As indicated in table 4 of document DP FPA 2005 13, the total number of proposed posts for 2006 2007 is 1,031 (234 International Professional, 263 National Professional and 534 General Service and other categories of staff), reflecting an increase of 59 posts (20 International Professional, 38 National Professional and 1 General Service and other categories of staff), as compared with the 972 approved posts for 2004 2005.

The net increase in national staff posts and United Nations Volunteers posts in the Human Rights Office relates to an increase in the posts in the third quarter of 2004 05 period, from two national staff posts to six posts and from two United Nations Volunteers posts to five posts, within the highest overall strength of 556 national staff posts and 147 United Nations Volunteers posts for the entire 2004 05 period.

The executive board nominates the director of the BCRC from personnel assigned by the host Government, from assignments presented by Parties or from internationally recruited personnel.

Post Reclassifications Headquarters Professional Posts

The recruitment of 179 additional civilian staff is under way (69 international, 85 national and 25 UNVs).

It provided for 220 military observers, 3,980 military contingents, 256 international staff, 273 national staff and 82 United Nations Volunteers.

International professional posts and the headquarters general service posts were reclassified on the basis of a change in the profiles of the posts.

The proposed increases in the staffing establishment of the Electoral Assistance Division would include 12 international and 3 national staff posts which are required immediately, as well as 4 temporary international and 12 national staff positions to be funded from the general temporary assistance for a six month period, as well as 21 temporary United Nations Volunteer positions, also for a six month period, for a total of 52 posts and temporary positions.

The net decrease of a total of 63 posts, comprising 33 international staff posts, 15 national staff posts and 15 United Nations Volunteers posts, is a result of the downsizing and subsequent liquidation of the Mission.

The updated human resources requirements show a reduction of 1,062,800 in comparison with the initial liquidation budget of 2,061,000 presented in document A 59 637 and provide for the phased drawdown of 136 civilian personnel (38 international staff, 90 national staff and 8 United Nations Volunteers), as compared with 213 civilian personnel (78 international staff, 119 national staff and 16 United Nations Volunteers) proposed in the initial liquidation budget.

The proposed number of posts under the support budget for 2006 2007 would therefore increase by 80 posts (53 international Professionals, 5 national Professionals and 22 General Service and other categories of staff).

21. Emphasizes the importance of information on the range and scope of security incidents involving humanitarian personnel and United Nations and associated personnel, including attacks against them, to clarify their operating environment

Effective protection of United Nations and associated personnel depended on the commitment of States to implement the Convention on the Safety of United Nations and Associated Personnel.

Over the last year, UNIDIR had 29 staff members, 2 of which were directing staff, 3 support staff (administrative and technical), 5 core substantive programme staff, 12 project research staff and 7 visiting research fellows.

In addition, UNIFIL employed 393 civilian staff, of whom 103 were recruited internationally and 290 locally.

The budget provided for 200 military observers, 5,450 military contingent personnel, including 125 military staff officers, 120 civilian police officers, 403 international staff, 423 national staff, including 56 National Officers, and 172 United Nations Volunteers.

It is now recognized that STDs are important factors for contracting HIV.
