Training was required at a variety of levels and in a number of forms, from one day to one week seminars for senior resource management personnel to two week to three month training classes for advanced technical personnel, to university degree training at undergraduate and graduate levels.

The training package has been tested and developed in numerous training courses organized by HC CHR in different countries over the past three years.

This initial training was usually followed by advanced professional training courses.

At present training capacity of 29842 trainee places in available under the Technical Education Manpower Training Authority (TEVTA) and Directorates of Manpower Training.

The project also includes training for police trainers, including the translation of the HC CHR police training manual.

The organization of advanced training seminars for active Judges, in the context of operation of the Department of Advanced Training of the National School of Judges in Komotini.

Vocational courses fall into three categories

The Board in its previous report recommended the finalization of written agreements and standard procedures to guide the transfer of strategic deployment stocks to non peacekeeping entities.

Furthermore, vocational and advanced training and education are offered in several of the areas mentioned.

(a) Training at the strategic level for policy makers

In a nutshell, the project proposes three training components (a) basic procurement training to be conducted by internal trainers of each participating agency (b) advanced procurement training consisting of a Web based distance learning programme and (c) development of a professional certification scheme in the procurement of goods, works and services.

The third priority has been identified as training.

This National Level Training Programme is to be implemented by the member countries with the trainers, trained by the Commonwealth, for which Training Manual and other training materials or assistance would be provided by the Commonwealth Secretariat.

However, in a separate examination, 20 of these judges did succeed in the preliminary phase of the training programme and will continue with advanced training.

. Supporting training programmes, particularly at the subregional level

It is intended that graduates of the courses, assisted by IMO experts, will then train further instructors on a regional and sub regional basis, as well as delivering IMO model courses relating to maritime security in their own national training centres.

The training programme has already been evaluated three times

The Technical and Vocational Education and Training sub programme currently provides 5,223 vocational and technical semi professional training places in eight training centres (two in Jordan, three in the West Bank and one each in Lebanon, the Syrian Arab Republic and the Gaza Strip).

The three year in service programme was offered at the Amman training centre to 644 serving Agency teachers holding two year teacher training diplomas, including 212 women, to upgrade their qualifications to the first university degree level with a specialization in classroom teaching, Arabic language or Islamic education.

The three year in service programme was offered at the Amman ESF to 619 teachers holding two year teacher training diplomas, including 164 women, to upgrade their qualifications to the first university degree level.

In this model, the first three days are devoted to training the trainers and to selecting the final trainers at the end, jointly with high level customs officials.

Such training and the comprehensive training module, which exist at national level in the United States, should be replicated at the international level.

Still others, such as the employment training one, have still to be completed.

UNOTIL police training advisers began implementation of an advanced training programme for the Timorese national police.

This upgrading involves human resources and the educational, vocational training and retraining (in service training) sectors, as well as efforts by the Administration, an important promoter of development in Tunisia.

It was the third in a series of similar training courses that were organized for the benefit of African French speaking countries (1993) and Latin American and Caribbean countries (1994).

In Colombia, there were 14 schools for the preparation, training and specialization of personnel in different categories for officers (inspectors) training which lasted for one to three years.

Tripartite national steering committees have been set up in eight countries and a number of workshops to train trainers have been conducted.

A pool of in house gender trainers has been made available to train new staff in leadership level induction programmes.

Similarly, there are national and regional worksites which specifically target elderly people who wish to work but lack the prerequisites to qualify for training or retraining.

Curricula and training manuals should be prepared for that purpose at the international level.
