The court apos s relationship with the United Nations would be based on the conclusion of a relationship agreement between the United Nations and the court.

In such cases, a decision was taken by the head of the judiciary branch after consultation with the chief of the Supreme Court and the Prosecutor General.

1. The competence of the Tribunal shall be extended to the staff of the Registry of the International Court of Justice upon the exchange of letters between the President of the Court and the Secretary General of the United Nations establishing the relevant conditions.

The Relationship Agreement, concluded on 4 October 2004 by the President of the Court and the Secretary General of the United Nations on behalf of their respective institutions, affirms the independence of the Court while establishing a framework for cooperation.5 The agreement provides for institutional relations between the Court and the United Nations, including the granting to the Court of observer status at the General Assembly.

The mission visited the premises of the various courts and met with the judicial authorities and members of the legal profession, notably the Prosecutor General, the Vice President and judges of the Supreme Court, members of the Constitutional Court, the Court of Appeals and the High Court (Tribunal de grande instance).

In that respect, cooperation between the Court and the United Nations is critical.

An effective partnership with the Court is therefore indispensable.
