The fields of impact assessment which have particular relevance to United Nations concerns have been environmental impact assessment and, to a much lesser extent, technology assessment.

The two main features of the in depth evaluation exercise in UNCTAD were the independence of the external evaluation team, which had complete freedom on the substantive content of the evaluation and its recommendations, and the participatory approach, whereby in addition to a professional evaluator, two evaluators, one from a beneficiary and one from a donor country, participated in their personal capacity.

These include guidelines on organizing participatory self evaluations and on managing evaluations.

All regional programmes will be evaluated upon their completion the issues to be addressed through the evaluations as well as their timing will be determined by PMOC, in consultation with regional bureaux and the Evaluation Office. IV. EXECUTIVE BOARD ACTION

The results of these evaluations should be shared with all those interested.

The Evaluation Office will focus on enhancing evaluation standards and developing an organizational policy aligned with norms and standards recently approved by the United Nations Evaluation Group.

We are surprised to learn that there is a proposed independent external evaluation of the OIOS, separate from that requested in paragraph 164 (b) of resolution 60 1.

The main thrust for the biennium will be that of expanding the culture of evaluation throughout UNODC, both through training as well as more direct involvement of the Unit in individual project level evaluations.
