There were dozens of contributors, most of them developing countries, which, under the existing scale methodology, were assessed a higher proportion of their per capita income than the largest contributor.

As successor States to the former Yugoslavia were admitted to the United Nations during the scale period 1992 1994, their initial rates of assessment were deducted from the rate of assessment initially assigned to the former Yugoslavia for 1992 1994.

6. The current debate on the scale of assessments had been precipitated by the financial crisis created by the non payment of assessed contributions by some Member States, especially one of the principal contributors.

In order to apportion their share of the expenses of the Organization among these Member States broadly according to their capacity to pay and to reduce the number of countries affected, the Committee recommended that, in future scales of assessments, all Member States whose share of adjusted national income is less than the current floor of 0.01 per cent should be assessed at their actual share of adjusted income, subject to a minimum assessment rate of 0.001 per cent.

69. As regards the maximum rate of assessment, the Committee noted that, in approving the scale of assessments for the period 1998 2000, the General Assembly had included a maximum assessment rate of 25 per cent.
