A number of delegations proposed that regional centers are needed as well as an international center, and that a network of regional centers a virtual center connected through secure communications would best meet this need.

The focal point for the programmes remained the network of 128 Agency supported community centres, comprising 70 WPCs, 32 CRCs and in the West Bank and Gaza Strip, 26 youth activities centres (YACs).
