Two multi year funding agreements were signed with major donors.

Where the contributions of major donors differ is in the size of the share of general purpose and special purpose donations.

Donations, educational fees and fund raising

The Commissioner General's fund raising efforts should continue and a broader base of donors should be sought.

One of the goals of the fund raising efforts is for current and potential donors to each provide an additional annual general purpose contribution of approximately 300,000.

Fund raising throughout the system is often of a competitive nature, with the different fund raising capacities of the funds, programmes and agencies competing for donor funding.

Delegations noted that improper implementation would lead to less donor funding of core and more to earmarked contributions.

III. MEETING WITH REGULAR DONORS AND FUND RAISING

Recommendation 16 called for stronger donor relations and for grantees to be invited to donor meetings.

Most negotiations for supplementary funding are either bilateral, with one donor at a time, or with small groups of donors.

Donor government support is solicited to raise funds with a view to returning the advance to the Foundation.

In addition, the Executive Director was requested to develop an overarching resource mobilization strategy, taking into account options pursued by other United Nations bodies for broadening the donor base and, in particular, encouraging non earmarked contributions.

It is being funded mainly with its own resources, while credits are sought from multilateral institutions and donations from international cooperation agencies.

In this context, it is recommended that donors continue to channel contributions to reimburse those accounts.

Pledges for external financing requirements, excluding debt, by multilateral and bilateral donors amounted to US 595 million in the form of grants, credits to finance investment projects and services and import support and food aid.

UNODC is also in contact with some major donors, which previously were not in a position to contribute, to resume their support to the general purpose funds.

195. Donors are encouraged to consult with the United Nations Mine Action Service for information on projects that require funding and to seek its advice in order to determine which are the most appropriate financing mechanisms for their contributions.
