Sufficient resources exist to eradicate poverty, according to the Human Development Report of the United Nations Development Programme.

The UNDP resource plan for 2006 2007, covering both regular and other resources, is presented in table 1.

With respect to income that offsets the gross budget, an increase of 1 million is projected, from 70 million in 2004 2005 to 71 million in 2006 2007.

Additionally, UNDP continues to improve the proportionate share in the mix of total UNDP resources funding organizational capacities.

Since core resources are limited, UNDP should resume vigorous fundraising for this purpose.

They urged UNDP to continue to realign the funding modality of UNDP support requirements towards proportional cost sharing between regular and other resources.

The second phase, which has also been started, aims at developing a human resources planning forecasting and modelling capacity.

Therefore, while UNDP welcomed the increase in contributions of non core resources, it believed that core resources should remain central to UNDP activities.

Important work is also being carried out by UNDP on promoting sustainable livelihoods and on nurturing the natural resource base on which the poor depend for their survival.

In respect of the development of human resources, UNDP financed the preparation and dissemination of a master plan for education and intends to complete the process, basing its submission on sectoral consultations in the framework of the round table process, as soon as the political situation allows.

UNDP is the most important partner of UNCDF, and it is committed to working closely and in a comprehensive manner with UNDP.

In Ethiopia, UNDP supported the gender mainstreaming strategy in the Ministry of Water Resources, making it mandatory to ensure 20 per cent representation of women in all water management schemes and community level natural resources management programmes.
