This is also one of the indicators monitored through the human resources action plan of the Office of Human Resources Management.

Monitoring of human resources has been strengthened, as evidenced by the establishment of human resources action plans for 26 departments and offices.

Available resources were 91 per cent of resources planned in the MPO.

To be successful, the action plan will require the necessary resources financial, material and human.

Additionally, UNDP continues to improve the proportionate share in the mix of total UNDP resources funding organizational capacities.

This implies the establishment of a blueprint for replacement of staff due for retirement, the setting up of human resources planning focal points in departments and offices and the preparation of a training programme to build up capacities for analysis, human resources data interpretation, evaluation and forecasting.

Since core resources are limited, UNDP should resume vigorous fundraising for this purpose.

Total resources, as presented in the resource plan (table 1), consist of UNICEF income (regular resources and other resources) and trust funds. The resource plan has three sections as follow

The Economic Commission for Europe participates in the human resources action plan system and is subject to monitoring of its performance by the Office of Human Resources Management, including in the area of geographical distribution of staff.

The 2004 2005 resource plan has been revised to better reflect current levels of planned contributions and uses of programme resources for regular resources and other resources.

(c) Engage in human resources planning if they were not already doing so.

Many of those countries would also not be able to meet the deadline of 2005 for preparing integrated water resources management and water efficiency plans.

The plans also constitute a compact between the heads of departments and offices and the Assistant Secretary General for Human Resources Management and enable departments and the Office of Human Resources Management to monitor progress towards achieving established human resources management goals and targets.

UNDP is approaching development partners to mobilize additional resources for the capacity development programme.

This will require UNDP to target increased resources for capacity development activities.
