All Member States should pay their duly assessed contributions, and delinquent Member States should make good their arrears unconditionally.

The revised United Nations accounting standards stipulate that income from assessed contributions represents a legal obligation of contributors as from the date when it becomes due.

83. Every Member State should pay its assessed contributions on time and in full.

Those difficulties were the result of the non payment of assessed contributions, which were a legal obligation deriving from membership in the Organization.
