The scope will usually be business to business services.

The range of business services to which SMEs need access reflects the fact that SMEs must rely on external resources for services which larger firms can provide in house.

From 1 January 1992 to 30 June 2000, it granted 63,277 loans totalling 15,987,625,000 Guinean francs, as detailed in the following table.

The small scale enterprise (SSE) programme, the largest subprogramme, continued to make capital investment loans available to new and expanding businesses with a view to promoting sustainable job creation, furthering import substitution, strengthening export oriented manufacturing and services, supporting financial investment and capital formation in local businesses, and encouraging the participation of women in formal enterprise activity.

In most developing countries, financial service providers are not yet in a position to use modern credit risk management techniques to assess borrowers' risk and thus competitively provide capital, particularly trade finance, to enterprises. This shift of FDI towards services has allowed the services sector to benefit from the related transfer of capital, technology and managerial know how and facilitated the development of skills and reorganization of firms in recipient countries.

Making credit and other forms of financing available at low cost to domestic players is an important measure in promoting entrepreneurship, especially since domestic players would be competing with foreign service providers who have readily available financing for their operations.

9. However, the importance of finance and non financial support services, particularly for SME development, was also common to developing and other countries.

Other initiatives supported by the Bank on a pilot basis include equity financing and technological and management support through joint ventures (for example, with indigenously owned enterprises in developed countries) and other equity financing mechanisms.

It also focuses on issues of social and economic infrastructure and developing financial and other services which facilitate economic growth and industrial efforts.

It takes investing in those entrepreneurs that are committed to service as well as to success.

Typically, service SMEs do not have sufficient financial resources and management capabilities to spread their wings wide into the regional market.

Up to the end of the 1990s, face to face contact was required and tourism services were distributed mainly by tour operators and travel agents or directly by carriers transporters, fully integrated with global distribution systems (GDS).

So in financial services, a great deal of opportunity.

22. The nature of the services required by SMEs must be defined on the basis of the typical characteristics of the SME.

quot (4) Receivables financing means any transaction in which value, credit or related services are provided for value in the form of receivables. Receivables financing includes, but is not limited to, factoring, forfaiting, securitization, project financing and refinancing.
