The Committee, at its present session, will have to consider and decide on possible dates for its substantive sessions in the years 1999 and 2000, and on the dates of the special session itself in the year 2000.

However, given the gravity of the situation, the Commission decided that it would itself meet on that date.

(a) The Commission on Human Rights itself

For the Conference itself, CHANGE was asked by the European Commission apos s Human Rights and Democratization Unit to identify and enable 40 women from Eastern Europe to take part in the NGO Forum and in some cases the Conference itself.

The Conference delegations act as a nucleus for other disarmament related activities, but in the Conference itself, nothing much is happening.

The 2005 summit also reaffirmed that development is a central goal in itself.

The vote in itself defeated the purpose of the resolution.

The President as such has no hidden agenda.

The study itself, together with a report by the Secretary General, will be submitted to the General Assembly at its sixty first session.

23. It is therefore essential to encourage all Habitat Agenda partners to participate fully in the preparatory process of the special session and at the special session itself.

The Conference on Disarmament has found itself in a totally new situation that neither the Conference itself nor its predecessors had been able to enjoy.

It is to forestall abuse that various Parliaments have established their own code of conduct manuals for their members.

To consider the report of the Secretary General on the scope and organizational arrangements for the preparatory process and for the special session itself.

There are several proposals for the agenda work programme of the CD, including the one submitted by you in your capacity as President of this Conference.

The Committee could also consider encouraging Governments to include representatives of these organizations and groups in their national preparatory processes, as well as in their delegations to sessions of the Preparatory Committee and to the special session itself.

These meetings should contribute to the preparations for the meeting of a functional commission, but should not be a substitute for intergovernmental debates in the context of the meeting of the commission itself.
