43. The Tribunal at its fourth session also considered the resolution on the internal judicial practice pursuant to article 40 of the Rules of the Tribunal.

At its nineteenth session, the Tribunal requested the Meeting of States Parties to consider an adjustment to the maximum annual remuneration of the members of the Tribunal to reflect the revision in the emoluments of members of the Court as decided by the General Assembly.

During the seventeenth session of the Tribunal, the plenary of the Tribunal and the Committee on Rules and Judicial Practice discussed, on the basis of a document prepared by the Registry, the question of a code of conduct for counsel appearing before the Tribunal.

44. At the same session, the Tribunal considered and adopted the guidelines concerning the preparation and presentation of cases before the Tribunal in accordance with article 50 of its Rules.

10. During the Tribunal s second plenary session, in 1995, Judge Laïty Kama had been elected President of the Tribunal, and Judge Yakov Ostrovsky Vice President.

During the eighteenth session, the plenary of the Tribunal and the Committee on Rules and Judicial Practice examined, on the basis of a document presented by the Registry, the issue of implementation of the decisions of the Tribunal.

Among the items on the agenda will be the report of the International Tribunal for the Law of the Sea to the Meeting of States Parties to be considered in accordance with rule 6 of the Rules of Procedure of the Meeting of States Parties the draft budget of the Tribunal for 2000 the conditions under which retirement pensions may be given to judges of the Tribunal under article 18, paragraph 7, of annex VI to the Convention and the draft financial regulations of the Tribunal.

(c) Development of model legislation for family, criminal and labour law for the Latin American Parliament

The Meeting considered a number of financial and administrative issues relating to the International Tribunal for the Law of the Sea.

The level of remuneration of the members of the International Tribunal for the Law of the Sea (hereinafter the Tribunal ) was established by the fourth Meeting of States Parties in 1996.

This year, the Council met with the Presidents of the International Tribunals for the former Yugoslavia and for Rwanda, as well as with the President of the Special Court for Sierra Leone.

During the seventeenth and eighteenth sessions, the plenary of the Tribunal and the Committee on Rules and Judicial Practice examined the provisions in the Rules regarding evidence before the Tribunal including, in particular, the Tribunal's practice regarding documents submitted after the closure of the written proceedings, witness and expert testimony, and the Tribunal's function in obtaining evidence.

(b) The Registrar, with the approval of the Tribunal or the President if the Tribunal is not in session, shall decide on the content and resource allocation of all revised and supplementary budget proposals to be submitted to the Meeting of States Parties.

The Secretary General suggests that these precedents be followed and that rule 151 of the rules of procedure of the General Assembly be applied to the election of judges of the third Trial Chamber of the International Tribunal.
