Due consideration must also be given to the element of debt burden adjustment, particularly since most of the least developed countries were overwhelmed by their debt burden.

Many speakers stated that debt sustainability analysis was an important element in improving debt management.

Debt sustainability is also affected by vulnerability to external shocks.

59. The insufficient attention paid by many developing countries to the basic function of debt management was one of the contributing factors to the debt crisis of the 1980s.

CHICAGO It is universally recognized that a key factor underlying the 2007 2008 financial crisis was the diffusion of collateralized debt obligations (CDOs), the infamous special purpose vehicles that transformed lower rated debt into highly rated debt. As these structures lost popularity on Wall Street, however, they gained popularity on the other side of the Atlantic.

A proposal has been made to set up an independent commission, appointed by agreement between creditors and debtors, to assess the debt sustainability of developing countries.17 An important factor behind the apparent failure to deal with the debt problems in an expeditious way is the insufficient level of financing of debt relief or debt rescue packages.

The external debt problem was only one such factor.

Noting with concern the continuing debt and debt servicing problems of heavily indebted developing countries as constituting an element that adversely affects their development efforts and economic growth, and stressing the importance of alleviating once and for all, where applicable, their onerous debt and debt service burden with the aim of attaining a sustainable level of debt and debt service,

The combination of all these factors contributed to an acceleration of government debt accumulation and made debt service difficult or impossible.

The Fund now needed investment income to meet its liabilities therefore, in determining the strategy and placement of investments this factor was taken into account.

66. As a result of the combined effects of several negative factors, the majority of debtor countries had been unable to meet their commitments to their creditors and had found themselves faced with an enormous debt at a time when their ability to repay was declining.

Deeply concerned that the debt service obligations remain high, that the factors determining the capacity to pay have not moved in consonance with the debt service obligations of the majority of developing countries and that the prospects for reducing the adverse effects of the debt burden on the development process in developing countries continue to be uncertain,

The marginal size of purely private debt and bonds reflect at least partially the constraints that have been faced by the private sector in those countries in securing external financing.

The short answer is no. While Greece s public debt is undeniably high, and evidence abounds that high debt can hold back economic growth, the country faces even stronger drags on growth, including structural weaknesses and political brinkmanship, that must be addressed first.

Those factors exerted further strain on the Agency apos s cash position, making it especially difficult to meet obligations on time towards the end of the fiscal year.

The factors responsible include the debt crisis of the 1980s, the decline in crude oil prices during those years, and reduced workers remittances.

However, a key element of the partnership is that debtor countries must commit to sound economic policy, to good governance, and to meeting financial obligations.

Some members also questioned the basis for inclusion of this element in the scale methodology, given the fact that debts may be incurred voluntarily for reasons of a country s financial or monetary policy.

This is because poverty also includes factors that need to be dealt with in universal terms, since it has to do not only with aspects such as debt relief, but also with the liberalization of trade.

36. In some situations, an estimate of an environmental liability may be difficult to determine because of the uncertainty about a number of factors.

Insolvency regimes look to a number of different circumstances or factors in the assessment of whether a related or group company should bear responsibility for the external debts of an insolvent member of the group.

In several countries, debt financed housing booms have left households and companies over leveraged and governments have reduced deficits to contain their own debt. As a result, there are likely to be too few investors and too many savers.

Concerted efforts must be made to solve the debt problem, which was an impediment to the realization of sustainable development.

With total short term obligations estimated at 68.4 billion,14 the package thus covered 88 per cent of those obligations.

76. External debt was a major stumbling block to the development efforts of many African countries.

It nevertheless points to external debt as a serious constraint for reconstruction and recovery.

The resilience of private consumption in the US, the key to the growth gap, is not surprising, given that American households have reduced their debt burden considerably from the peak of more than 90 of GDP reached just before the crisis. The lower debt burden is also a key reason why consumption is expected to continue to grow much faster in the US than in the eurozone this year and next.

The following factors facilitate the work of these bodies

Limited financial resources, debt, restricted asymmetrical trade opportunities and HIV AIDS have been identified as major inhibiting factors.

Liability A liability is a present obligation of the organization arising from past events, the settlement of which is expected to result in an outflow of resources from the organization.

Resources were thus available for major debt reduction operations.

In the bond market, since June, due to the influence of multiple factors such as fundamentals and investor sentiment, the bond market has taken on a trend of improvement.

The rendering of justice is an element of that obligation.
