Citizen Participation and Urban Management

Citizens are actors, not spectators.

Clearly, public hearings are an important element of participatory democracy. All citizens should have equal access.

Enlightened, and motivated participation by citizens requires both information and enlarged possibilities for such participation.

It is flexible, democratic, open and participatory in character.

Citizens must be involved in the conduct of public affairs, enjoy freedom of expression, association and the press and be able to participate in elections.

In countries where the participation of civil society is weak, it should be a major purpose of public policy to strengthen it.

Thus, by requiring citizens to participate in public affairs, democracy prepares them directly and indirectly to exercise economic, social and cultural rights.

In effect, civic mindedness is treated as outside the realm of what purports to be serious thinking and adult purposes.

As part of this effort there is also a need to democratize public administration, as an administrative arm of government, which entails developing the necessary capacities to promote citizen involvement and organization, to foster and facilitate citizen participation in public affairs, and to achieve greater internal democratization by decentralizing, delegating and transferring government functions.

Another dimension is linked to citizenship and considers the extent to which the Government relates to its citizens and how it attempts to inform them and involve them in policy debates.
