Disaster risk mitigation and preparedness are integral to the planning of human settlements in countries prone to natural disasters.

Disaster reduction must be incorporated in national sustainable development policies and economic planning.

Such analyses have been used by WFP and other United Nations entities to plan and implement relief operations, as well as disaster reduction activities.

Their disastrous effects, however, can be lessened significantly if well conceived disaster response plans and mitigation strategies are in place prior to their occurrence.

The United States urged the secretariat for the International Decade to coordinate fully its programmes within the United Nations system, and encouraged UNDP to integrate disaster reduction into its country programmes.

Rule 4 of the provisional rules of procedure of the World Conference on Disaster Reduction provides that

Bearing in mind the efforts made by the Central American Governments to reduce the risks and mitigate the consequences of the natural disasters in the region, including the adoption of the Strategic Framework for the Reduction of Vulnerability and Disasters in Central America and the Central American Five Year Plan for the Reduction of Vulnerability to and the Impact of Disasters, 2000 to 2004,

The Conference adopted the Yokohama Strategy for a Safer World Guidelines for Natural Disaster Prevention, Preparedness and Mitigation, and its Plan of Action, in which it requested the United Nations, through the secretariat of the Decade, to provide Governments, upon request, with technical assistance in the preparation and development of disaster management plans and programmes.

The Department also promotes pre disaster planning as well as the study, prediction, prevention and control of natural disasters.

Using both UNEP and ISDR resources, most Preview data sets were updated to incorporate 25 years of data (1979 2003).

While ensuring that relief assistance is properly delivered, attention should also be given to disaster prevention and reduction, including helping the affected countries develop medium and long term plans for disaster reduction and establishing national and regional mechanisms for the monitoring, prevention and assessment of major disasters.

UNCHS (Habitat) continued its collaboration with the Organization of American States in the development and application of building codes and settlements planning tools for disaster mitigation.

The main objective of GDOS would be to minimize damage in large scale disasters.

In support of this, UNDP will deploy national disaster risk reduction advisers to assist national efforts in capacity building for disaster risk reduction in 20 of the most disaster prone countries of the world.

The United Nations could help such countries by developing disaster mitigation programmes and early warning systems.

They should make use of existing capabilities and be well integrated into disaster reduction and disaster management policies and plans.

The UNEP Division of Early Warning and Assessment and the Global Resource Information Database (GRID) Europe, supported by the secretariat for the International Strategy for Disaster Reduction (ISDR), continue to maintain the interactive application, known as the Project for Risk Evaluation, Vulnerability, Information and Early Warning (Preview).
