With a few exceptions, the developed countries have not yet met the targets to which they committed themselves.

Developed countries have also acknowledged the potential for FDI from the South.

Developing countries still suffer from the old problems of external debt and of protectionism in developed country markets.

The existence of trade barriers to exports from the developing to the developed countries must also be taken into account.

6. The Panel addressed the question of foreign direct investment in least developed countries.

The remaining technical benchmarks for defence reform were met in the second half of 2004, except for the one requiring 65 per cent staffing of the State defence institutions.

To put that into context, The U.K. government spends about 12 billion pounds a year on foreign aid.

In most of the least developed countries, with the exception of Bangladesh (5 per cent), the penetration rates hardly exceed 1 per cent.

The share of net foreign direct investment (FDI) flows to least developed countries has increased, reaching almost 5 per cent in the period 2003 2004.

By late July 2004, foreign exchange reserves had risen to US 4.6 billion, external debt had been brought down to 68 per cent of GDP and inflation had been contained.

The outward stock of South South FDI, virtually nil at the end of the 1970s, was estimated at around 400 billion in 2002.

On the inward side, developing countries' FDI has been increasing (to 25 per cent of inward FDI stock in services), though developed countries remain the main recipients.

In order to attain the Millennium Development Goals by 2015 it was indeed imperative to mobilize additional financial resources for the weakest countries as a matter of urgency.

The main factors that motivate firms from the South to invest abroad are similar to those that motivate FDI from developed countries.

In 2004, the volume of foreign direct investment in South East Europe reached the level of 5 per cent of the regional countries' collective gross domestic product.

Many least developed countries did not receive FDI flows in 1996 and some of them have not been recipients since 1991 (source of data UNCTAD, FDI transnational corporation database).

Donor countries that have not met this target should make their best efforts to reach it as soon as possible, and donor countries that have met the 0.15 per cent target should undertake to reach 0.20 per cent by the year 2000.

In addition, as many as 12,000 household members are being rounded up outdoors awaiting an unknown destiny.

She mentioned the positive contribution the Lomé Conventions had made with respect to FDI flows to Africa and the least developed countries.

20. FDI flows to developing countries reached an estimated 85 billion dollars in 1997 or five times their level in 199015.

The ability to achieve internationally recognized conformity with such requirements will constitute a major condition for entry into foreign markets.

She noted with satisfaction signs of an improvement in FDI flows to Africa and the least developed countries.

Foreign investment in the Russian Federation currently stood at 9 billion it was hoped that the inflow of foreign investment would reach from 3 to 3.5 billion during the current year.

49. External debt burden continues to be a constraint to many developing countries, especially in Africa and the least developed countries.

The global stock of outward FDI in services from developing countries was multiplied by a factor of 43 between 1990 and 2002, compared with a factor of 5 for FDI from developed countries.

It is the least developed country in the world outside Africa.

In absolute terms, the outward FDI stock from developing countries increased from 60 billion in 1980 to 129 billion in 1990 and 859 billion in 2003 (table 1).

7. Of an estimated total population of about 2 million, there are approximately 700,000 Kuwaitis and 1,300,000 foreigners.

For many Governments, the level of FDI inflows does not meet expectations.

Moreover, the target of ODA to least developed countries equal to 0.15 to 0.20 per cent of GDP should be met by 2010.

Moreover, national banking systems can now separate more easily, because the peripheral countries current accounts have already achieved a rough balance, with all but Greece expected to record a small external surplus in 2014. With the exception of Greece, the peripheral countries will not need any capital inflows in the near future.

Its OFDI stock reached 29 billion in 2004 and accounted for 67 per cent of the region's OFDI stock (see table 1).

This is possible if we make greater use of the qualified, experienced human resources available nationally, which are available both inside and outside the beneficiary countries.

Developed countries remain the main source of outward FDI, while developing countries' share has also grown (from one per cent in 1990 to 10 per cent of global outward FDI services stock in 2002).

Those countries, which represented 10 per cent of the global population, received less than 0.04 per cent of official development assistance and had very little foreign direct investment and an extremely heavy external debt burden.

The secretariat should analyse the experiences of selected LDCs and developing countries in Africa which have begun to attract increased flows of FDI, with a view to drawing conclusions which might be of assistance to the efforts of LDCs and other developing countries to attract such investments.

External debt related payments were a major drain on the limited resources of the poor countries and undermined their ability to meet the Millennium Development Goals.

It is estimated that their population will reach 759 million in 2005 and 942 million by 2015.
