Our leaders reasoned that nuclear weapons were not weapons of war these were weapons of mass destruction.

Combating the proliferation of small arms and light weapons

Nuclear disarmament can trigger progress in other weapon systems, be they conventional, chemical, biological or bacteriological weapons.

Controlling illicit traffic in small arms and light weapons

The Netherlands continues to be active on almost all non nuclear arms control and disarmament issues, including biological weapons, chemical weapons, missiles, landmines, explosive remnants of war and small arms and light weapons.

(b) Restriction of arms possession leading to a total control over these arms.

Bolivia does not possess nuclear, chemical or biological weapons, ballistic missiles or any other type of missile designed to carry weapons of mass destruction, nor has it received reports or information to the effect that weapons of mass destruction have been produced in the country.

Small arms control

1. Collection, control, disposal and destruction of arms, especially small arms and light weapons

The control of small arms and disarmament of nuclear, biological and chemical weapons is a prerequisite for peace and security.

The United Nations is at the forefront of stronger efforts to control light weapons, the weapons which are used to inflict most of the casualties in contemporary conflicts.

(e) Development of nuclear weapons is also prohibited in the Arms and Explosives Act.

The illicit trade in small arms and light weapons has contributed to their unlimited proliferation.

ECOWAS has also established a Small Arms Unit, which will provide leadership in the elaboration and implementation of ECOWAS policy on the control of small arms and light weapons, including the monitoring of the moratorium and its transformation into a convention.

Arms trafficking controls

If unitary weapons are precision guided, the risk of collateral damage could well be less than if cluster munitions were used.

By creating an illusion of military supremacy, they could provoke their own use, which in turn might lead to the actual use of nuclear weapons.

My country is making great efforts nationally to curb small arms and light weapons.

As for arms exports and imports, the Russian Federation had acquired a system for monitoring incoming and outgoing light weapons and firearms which, by authorizing only legal persons to export articles for military use and by containing no provision authorizing arms brokering at international level, should prevent the legal trade in small arms and light weapons and firearms fuelling the illicit traffic in those weapons.

The effective control of the proliferation of small arms and light weapons also requires the strong collaboration of arms producers and suppliers.

In September 2004, we enacted a comprehensive Export Control Act to deal with nuclear and biological weapons.

We need a disarmament and non proliferation regime that leads to the elimination of weapons of mass destruction.

Stopping the proliferation of arms

(vi) The engagement, as soon as appropriate, of all the nuclear weapon States in the process leading to the total elimination of their nuclear weapons

We welcome the regulations that have been concluded to control arms, to reduce the level of nuclear threat, to tighten controls over the arms trade and to increase transparency regarding weapons expenditures.

The two organizations are cooperating in controlling the proliferation of small arms and light weapons.

I have urged those States to refrain from any further nuclear testing, to adhere immediately to the Test Ban Treaty, to refrain from deploying nuclear weapons, and to freeze their weapons development programmes, as well as the development of missiles capable of delivering nuclear weapons.
