(b) Restriction of arms possession leading to a total control over these arms.

The illicit trade in small arms and light weapons has contributed to their unlimited proliferation.

Pakistan will continue to promote a nuclear and conventional weapons restraint regime in South Asia.

(ii) To act in accordance with the restrictions on the use of force and firearms set out in applicable international instruments

5. Transparency and restraint in arms transfers

The Treaty on the Non Proliferation of Nuclear Weapons represents the only international instrument to limit the spread of the most destructive weapons ever conceived.

We are not looking to constrain work in this Conference by imposing time bindings or tactical linkages on nuclear or conventional weapons.

At the same time as taking strong action to prevent the spread of weapons of mass destruction, we must limit the carnage caused by small arms and light weapons.

START I implementation is under way.

Protocol III on Prohibitions or Restrictions on the Use of Incendiary Weapons

1. The transfer of weapons, weapons technology and weapons expertise should be constrained in cases where it can be suspected that the recipient may make use thereof in contravention of international humanitarian law.

We all are aware that the illicit trafficking and uncontrolled flow of small arms and light weapons are sources of instability.

The Council encourages Members to undertake vigorous actions aimed at restricting the supply of small arms, light weapons and ammunitions to areas of instability.

South Africa recognizes the important role of the United Nations in global efforts to curtail the proliferation of small arms and light weapons in all its aspects.

They're trained to be more restrained in the use of force than the military are.

A cut off treaty would once and for all put a cap on the fissile material available for weapons purposes.

(b) Encompass other conventional arms control limitation and disarmament measures, such as, inter alia, arms control and confidence building measures, including transparency in armaments, the combating of the illicit arms trade (in particular, in small arms and light weapons).

Because police are actually more restrained in the use of force than the military are.

In particular, section 8 of the Crimes (Biological Weapons) Act places a restriction on the development, production, stockpiling, acquisition or retention of certain biological agents and toxins and biological weapons.

We want to prohibit the placement of any type of strike weapons in outer space.

There should be no excuse for its use, indefinite retention, development or acquisition.

Combating the proliferation of small arms and light weapons

We share the world community's concerns on the illicit trade in and global proliferation of small arms and light weapons, and believe that all necessary measures to inhibit this trend by strengthening control over the export, manufacture and supply of small arms and light weapons must be taken as soon as possible.

But, also like the CTBT, it will put a limit on the extent to which they can be developed.

We already have treaties and mechanisms to curb the proliferation of chemical, biological and nuclear weapons. But we have yet to tackle head on the proliferation of conventional arms weapons that account for so much misery and destruction across the world.

Controlling illicit traffic in small arms and light weapons

It was the only global treaty dedicated to the containment and eventual elimination of nuclear weapons.

The possession of firearms is limited and an arms license can only be issued after thorough verification.

How will the FMCT circumscribe the way in which nuclear forces can be developed?

To reinforce national action, it is imperative that a regional approach be formulated to address the problem of the uncontrolled proliferation of small arms and light weapons that is based on regional concerns and adopts an incremental approach.

And they set a vision for the next phase, after START II comes into force, with cumulative total reductions of 80 per cent from cold war peaks in START III, and the first agreed limits not only on delivery systems, but on the warheads themselves.

For, if the role of nuclear weapons were limited to deterring their use by others, nobody would need them if no one had them.

In this way the role of IHL is not only to limit, control and set levels for the production, storage and transfer of arms used in war situations, but also to destroy them.

My country can see in advance that the cut off negotiations presuppose the imposition of new restrictions, new restrictions on non nuclear weapon States, whether or not they are parties to the NPT new restrictions too on the States which have nuclear weapons.

They sincerely share the view that the Treaty will impose, for the first time, constraints on the qualitative improvement of nuclear weapons and bring the nuclear arms race to a definitive end.

Such treaties may have the effect of prohibiting certain weapons, for example anti personnel land mines, or may restrict the circumstances when they may be used, as is the case with incendiary weapons.

With regard to weapons export, Tunisia does not manufacture weapons and so does not export them, nor does it import weapons for export.

Small arms control

1. Collection, control, disposal and destruction of arms, especially small arms and light weapons

This Directive can limit the use of force by specifying weapon types prohibited from use or may limit the Collateral Damage that is acceptable before higher authority is required.

Filter limit

The control of small arms and disarmament of nuclear, biological and chemical weapons is a prerequisite for peace and security.

An FMCT is an instrument of nuclear weapons limitation that would also strengthen non proliferation.

(e) Development of nuclear weapons is also prohibited in the Arms and Explosives Act.
