The current General Assembly request seemed to imply that the degree of expatriation for staff with long service at one duty station was different from that of staff with shorter service who had worked at a number of duty stations, and that the problems associated with expatriation for the former group of staff were reduced over time.

For the past two weeks, 4,000 employees of the Agency in the West Bank had been on strike. Their claims were justified, if the method they had chosen to enforce them was unfortunate.

The rationale for including the construction period in the total concession period is to encourage the project company to complete the construction works ahead of schedule, so as to benefit from a longer period of concession.
