Regional and subregional centres are to be located in various countries to deliver technical assistance to Parties in the regions where they are established.

Subregional and regional organizations are also expected to inform Parties on the development of the SRAPs and RAPs in their entirety, including description of the achievements and obstacles encountered.

Funds are sought for assistance to Parties, upon request, to facilitate the preparation of their national, subregional and regional reports and to support the formulation and or launching of national, subregional, regional and interregional activities.

These approaches consist of the use of Southern experts, Southern institutions and the procurement of goods and services from the countries of the South as well as the provision of support to programmes that are subregional, regional or even interregional.

Technical cooperation programmes during the biennium 1998 1999 will have a multisectoral orientation with emphasis on regional and subregional cooperation.

In this model, it is assumed that regional and subregional centres will have similar functions regarding the delivery of technical assistance to designated countries within a region.

Regional Bureau headquarters staff and Regional Programme Coordinators should go out of their way to ensure that Regional Focal Points are kept informed of activities as they pertain to their countries and that they are consulted.

They exchanged information at the subregional and regional levels through designated focal points, as well as holding subregional and regional forums resulting in recommendations to governments.

The secretariats of the regional commissions should make available to the relevant offices of the Programme, in particular the regional bureaux, their respective programmes of work.

. UNDCP has made efforts to establish interregional linkages between ongoing subregional and regional cooperation programmes.
