Although the description which follows will be structured along regional lines, some introductory points are generally valid in regard to all four regions.

B. Regional international cooperation and transparency

The regional reports prepared in cooperation with United Nations and other regional partners2 bring out both the trends and heterogeneity within the regions, analyse the underlying causes influencing the subregional divergences, identify good practices and provide policy perspectives and recommendations that can have a bearing for strengthening implementation efforts through regional and international cooperation.

Differences in capacity within and between regions provide opportunities for regional capacity buildingapacity building focused to ensure a capability to detect regional trends.

(b) Identify the needs of countries in the area of capacity building and transfer of technology that might be facilitated by regional and subregional centres

Burden sharing has three distinct aspects national, regional and international.

Efforts have been intensified in several regions for reducing the use of institutional care.
