Ms. WATERS (President of the United Nations Staff Committee and the Coordinating Committee of International Staff Unions and Associations) said that the staff unions and associations of the United Nations Secretariat had noted that the Fifth Committee had debated the issue of gratis personnel with great concern, sincerity and a true desire to achieve a mediated solution of the problem.

11. Presentations were made by the Chairperson of the Administrative Committee on Coordination (ACC) Task Force on an Enabling Environment for Economic and Social Development, the Chairperson of the ACC Task Force on Basic Social Services for All and the Chairperson of the ACC Task Force on Full Employment and Sustainable Livelihoods.

6. Improved coordination of conference services

The representative of FICSA informed the Commission that staff unions and associations were offering more training to staff in the upcoming activities linked with cost of living surveys at headquarters duty stations.

It will be assisted in this task by the Working Party, which will meet for this purpose immediately prior to the Board.

The C.L.E.F. began its official participation in the work of the Conference of Presidents of Coordinations of Associations (CPCA).

The consultative process and working arrangements in the Commission

38. The Working Group on the Consultative Process and Working Arrangements of ICSC was established by the Commission at its spring 1997 session in response to a request by the Coordinating Committee for International Staff Unions and Associations of the United Nations (CCISUA), supported by ACC and the Federation of International Civil Servants Associations (FICSA), to review the functioning of the Commission.

The Division now has a system in place for assisting UNCITRAL in performing its coordination functions, and coordination work is an ongoing and integral part of its work.

Regarding the work of the special coordinators on expansion of the CD, agenda of the CD, improved and effective functioning of the CD and the question of anti personnel landmines, the Group commits itself to continue to cooperate with the coordinators.

Over the years, the work programme of the Consultative Committee has assumed a role supportive of the work of the United Nations.
