The Staff Union in New York, as well as the Coordinating Committee for International Staff Unions and Associations, and the Federation of International Civil Servants' Associations, are also involved in this review.

The new Chairperson of the Global Staff Association (GSA) said that he was the first head of the GSA who was a national staff member and worked in the field.

30. Ms. WATERS (President of the United Nations Staff Committee and the Coordinating Committee of International Staff Unions and Associations) said that the staff unions and associations of the United Nations Secretariat had noted that the Fifth Committee had debated the issue of gratis personnel with great concern, sincerity and a true desire to achieve a mediated solution of the problem.

The representative of FICSA informed the Commission that staff unions and associations were offering more training to staff in the upcoming activities linked with cost of living surveys at headquarters duty stations.

It was assisted in its deliberations by a facilitator who was a Commissioner of the Australian Industrial Relations Commission.

The Board of Auditors wishes to express its appreciation for the cooperation and assistance extended to its staff by the High Commissioner and his staff.

The representative of CCISUA noted that the Staff Union of the International Labour Organization (ILO) had recently joined his Committee and it supported the views of the ILO Staff Union on this issue.

The Working Group on the Consultative Process and Working Arrangements of ICSC was established by the Commission at its spring 1997 session in response to a request by the Coordinating Committee for International Staff Unions and Associations of the United Nations (CCISUA), supported by ACC and the Federation of International Civil Servants Associations (FICSA), to review the functioning of the Commission.

49. The Commission expressed its appreciation to the Coordinating Committee for Independent Staff Unions and Associations of the United Nations System for its active participation in the Working Group.

A working group of the Staff Management Coordination Committee met in May 1997 to discuss the text, to which it recommended some 40 changes.
