29. On the basis of the above mentioned principles, the Secretary General consulted management and staff, through the Staff Management Coordination Committee, on the implementation of a step by step approach towards the development of a performance recognition programme.

The opinions of the Working Group are the result of consensus where consensus is not reached, the view of a majority of the members of the Group is adopted as the view of the Group.

6. Requests the Secretary General to continue to consult with staff in the development of mobility policies

Consensus building would be the hallmark of his term in office, not only among Member States, but also among his staff.

(i) The working group should work in the spirit of consensus that had emerged in the General Assembly and the Commission on Human Rights

The NI Unit of OHCHR, in consultation with the ICC, is working to strengthen the work of the Sub Committee.

Over the years, the work programme of the Consultative Committee has assumed a role supportive of the work of the United Nations.

3. Emphasizes the importance of the participation of staff representatives in the work of the central review bodies, and reiterates its request to the Secretary General and its invitation to staff representatives to engage in the consultative process

This may include the development of a performance improvement plan in consultation with the staff member.

After completion of consultations with staff representatives on the subject of staff relations, any proposed amendment to Article VIII of the Staff Regulations and related changes in Chapter 8 of the Staff Rules will be submitted to the General Assembly for its consideration.

Members of the Commission, representatives of CCAQ and of the staff would also be invited to submit relevant documents.

Update on Human Development Report consultations

Referring to paragraph 21 of document ICSC 61 R.3, FICSA asked that when reference is made to the inclusion of staff in the consultative process, it be made clear whether the intention is to refer to staff in general or to elected staff representatives.

The Committee tried always to work by consensus.

The new Chairperson of the Global Staff Association (GSA) said that he was the first head of the GSA who was a national staff member and worked in the field.

The Staff Union in New York, as well as the Coordinating Committee for International Staff Unions and Associations, and the Federation of International Civil Servants' Associations, are also involved in this review.

8. Encourages the Commission to continue to consider its working methods in consultation, where appropriate, with representatives of the staff and the organizations of the common system.
