C. Mobilizing concerted response to post conflict needs

Agreement was reached on a subregional strategy and on collaboration in the fields of drug law enforcement and demand reduction.

We are aware that increasing the effectiveness of development cooperation requires adequately responding to partners' needs, simplifying operating procedures and enhancing coordination.

During 1995, demand reduction and law enforcement missions were undertaken in Cambodia.

The request from the General Assembly was unfunded and it has been necessary for WHO to find funding from other sources to support its coordination role.

Concerning countries with economies in transition, the Division has been confronted with unprecedented demand for new technical cooperation approaches tailor made to the specific needs of economies in transition.

In considering the requirements for technical cooperation that respond to the needs of each country without duplicating the activities of other existing mechanisms, the call for effective coordination is inevitable.

(b) Convening a three day seminar to assess needs and facilitate the coordination of work on trade related issues in the countries concerned

Capacity gaps in the United Nations coordination mechanisms in the transition phase must be adequately addressed so as to ensure an efficient response to transition needs.

At the present stage of implementation of the resolution it has not been necessary to seek the assistance of the Committee experts.

The process towards a consensus declaration would take time and would involve negotiation and compromise by all involved.
