In 1997 health expenditure amounted to 5.5 per cent of GDP, with private expenditure accounting for 54.7 per cent of the total and public expenditure 45.3 per cent.

General purpose expenditure amounted to 43,528,776, or 42 per cent of total expenditure, and special purpose expenditure amounted to 60,825,976, or 58 per cent.

Direct programme assistance represented 84 per cent of total expenditures.

But we're spending 36 percent.

Headquarters costs represent seven per cent of expenditure.

Management and administration expenditures were 92 million (6 per cent) and programme support equalled 164 million (10 per cent) of total expenditures.

For 2004 2005, expenditure on programmes accounted for 80.9 per cent of total resources, with the support budget resources accounting for 19 per cent of the total.

The share of the gminas in financing health care amounted to 8.4 per cent of current national expenditures in that field in 1991, 8.8 per cent in 1992 and 8.9 per cent in 1993.

Expenditure on health services, including regulation and protection, accounts for approximately 15 per cent of the recurrent expenditure estimates.1

Actual expenditure for 2004 was 193 million, representing 51.8 per cent of total Agency expenditure.

The administrative and programme support services expenditure against the 1996 1997 appropriation was 87.6 per cent.

Intercountry programmes accounted for 18.2 per cent of total programme expenditures in 2004, compared to 20.3 per cent in 2003.

Out of this, expenditure under the general funds of the Foundation was 26 per cent of the total expenditure of the Centre.

In 2004, UNHCR disbursed 329 million, or 32 per cent of programme expenditures, through implementing partners. This compares with 304.6 million, or 32 per cent, in 2003 and 294.8 million, or 33 per cent, in 2002.

Expenditures on state social benefits have been increasing with every year, and these expenditures dominate in national budget expenditures on social assistance.

Table 3 presents the rates of disburpersal, which averageds 73 per cent of planned expenditure in 2004.

The financing of education from the State budget covers 94.4 per cent of the respective expenditure.

Total expenditures from all sources in 2004 amounted to 27.5 million, i.e. about the same as in 2003 (see table 2).

Expenditure under the Foundation for all administrative and programme activities was 59 per cent of the total expenditure under all three budgetary sources.

As can be seen from table 4, programme support costs account for two thirds of the support budget.

Expenditures in their favour amounted to 9.2 million, reflecting an increase of 6.2 per cent over the previous year and representing one third of total expenditures in 2004.

In 2004, the Latin America and Caribbean region collectively represented over 31 per cent of total programme expenditure (42 per cent in 2003) and 88 per cent of total local resources expenditure (87 per cent in 2003).

The State budget funds earmarked for health care amounted to 10.1 per cent of the total volume of budget expenditures for 1993, as compared with 7.2 per cent in 1983.

Expenditures that support activities beyond the five focus areas are projected at 1 per cent of both regular resources and total expenditures.

Nevertheless, total expenditures on HIV AIDS remain at around 9 per cent of the organization's programme spending, compared to 13 per cent of regular resources expenditures, owing to the limited availability of other resources for this priority.

By 1997, NGO executed project expenditures had increased to almost 15 per cent of total UNFPA programme expenditures.

UNMEE agreed to align its car fleet according to the applicable ratios.

As at 31 March 2005, total regular budget allotments for the biennium amounted to 130.3 million, i.e. 89 per cent of the gross expenditure budget and expenditure amounted to 79.6 million, corresponding to 54 per cent of the budget.

The income of the funds results above all from reimbursements made by other social benefit funds (1993 9.2 per cent of the gross expenses), co payments and or refunds of expenses made by the beneficiaries or their relatives (1993 5.9 per cent).

In the case of Special Programmes, the increase in administrative expenditure, as compared to increases in operational expenditure, is more pronounced in 1995 administrative expenditures of Special Programmes amounted to 44,713,600, or 6.1 per cent of the total 1995 expenditure, as compared to projected administrative support expenditure of 51,250,300 for 1999, or 11.9 per cent of the total projected expenditure for 1999.

Total expenditure for the microfinance sub goal was 17 per cent, with the upward trend in terms of share in total UNCDF expenditure expected to continue in 2005.

The share of Africa in these two categories of projects increased by 1.7 per cent to reach 15.5 per cent of overall delivery of UNCTAD technical cooperation in 2004.

This means that in households in the mobile decile food, education and leisure account for more than half of all their available resources (51.6 ).

UNICEF WASH expenditure in 2004 was 160 million, the highest ever annual expenditure in this area, representing 12 per cent of total UNICEF programme expenditure.

Cash expenditure under PIP was 31 million during the reporting period not including expenditures for the European Gaza Hospital project accounting for 10 per cent of total Agency expenditure.

7. The following table shows the expenditures for the four categories of United Nations activity as a percentage of total expenditures for the last four bienniums.

In 2004, it was notable that girls' education and HIV AIDS accounted for a significantly higher share of regular resources programme expenditures (25 and 13 per cent, respectively) than of total expenditures.

Private sector funding accounts for approximately one third of all health expenditure.

In 1999 57.23 million LVL or 1.5 GDP were expended for this purpose.
