112. With WHO technical assistance, the Ministry of Health has started a programme aimed at reforming the sector.

Also, where needed, reforms should be undertaken in the health and finance sectors.

WHO advocated strongly for the cause of HSR with all interested partners and provided technical support to the Ministry of Health.

Government Policy. The Government adopted the National Health Policy in 2001 to bring about an overhaul of the Health Sector in Pakistan.

Likewise, key structural reforms in the judicial, health and public administration sectors were required.

30. Internal adjustment and financial reforms of the public sector.

Challenges. The performance of the health sector in Pakistan needs to be vastly improved.

The health and sanitation sector is also in dire straits.

The plan and changes in it must be submitted to the Minister for Health and the National Board of Health.

Progress in reforming the forestry sector has been slow.

Reform of the security sector also remains extremely slow.

Public sector reform, decentralization and governance

29. A major programme for health sector reform and development was initiated in 1995 with the financing of the World Bank and policy and specialized technical support from WHO.

The Eighth Economic and Social Development Plan (1992 1996), which takes into account the actual situations in the country apos s various regions, contains the plan for in depth reform of the health sector.

The agencies for food hygiene supervision set up by the administrative departments of railways and communications shall exercise their functions and duties for food hygiene supervision jointly prescribed by the administrative departments of public health under the State Council and other relevant departments under the State Council.

Reform of the justice sector continues at a slow pace.

That group would be complemented by reform groups to be established in each department, fund and programme, to assist in pursuing internal reforms in each United Nations entity.

For example, the Minister of Health noted that his ministry had to compete with the NGO sector for staff.

Problems generating the need for reform of this sector are generally the result of poor governance.

Customs reform requires a commitment not only by the public sector but also by private sector agents who may oppose such reform.

The Ministry of Health of Chile issued guidance on gender mainstreaming in health reform policies, prepared by the Ministry and representatives of civil society and academia.

Without it, reform of the entire security sector would have been incomplete.
