109. Political participation, participating democracy, freedom of the press, and access to decision making were stressed, as was decentralization at the national level.

Meaningful, active and free participation is based on an individual's right to be involved in the Government of her or his country, on the right to information, the right to freedom of association and expression, the right to vote and so forth.
