In June the NEC registered 39 parties for the election.

A number of the innovations in election law are geared to elevating the role of the parties in the election process, creating equal conditions for candidates and political parties to participate in election campaigns, and expanding the opportunities for citizens to participate in elections.

All political parties and all eligible voters would be able to participate.

The last legislative elections were held on 2 November 2004, which resulted in the election of 15 senators, namely, 10 Democrats, 3 members of the Independent Citizens' Movement and 2 non party affiliates.

The uncertainty this time around is attributable to the predominantly Kurdish Peoples Democratic Party (HDP). Kurdish political parties shied away from contesting past elections, owing to their fear of failing to clear the 10 popular vote threshold needed to enter the parliament.

Among the most significant of the new insertions in the law is the new principle for forming election commissions. They will now be formed not by local executive bodies, but will be elected by maslikhats based on the representation of the political parties. Each political party is entitled to send one candidate to each election commission. A political party may nominate individuals who are not members of the party.

They have chosen to be obstructive at a time when a sizeable part of the population is willing to be part of the dialogue and to participate in the coming elections.

B. Political parties and elections

The election produced an inconclusive result, even though the Conservative Party received 7 more of the popular vote than the second place Labour Party. The failure to equalize electorates in different constituencies counted heavily against the winners, as it takes more votes to send a Conservative MP to Westminster than it does a Labour MP.

Senate Democratic Leader Harry Reid says he is convinced that Democratic presidential candidate Hillary Clinton will nominate Judge Merrick Garland to the Supreme Court if she is elected president.

As the number of women among leaders of political parties is small, women also have limited possibilities to participate in making important decisions, such as drawing up of lists of candidates for elections.
