9. Recipient countries expressed concern that United Nations support does not always respond to national priorities, and there is inadequate participation of the Government in the activities of the resident coordinator system.

Since teams are provided on the basis of bilateral agreements between affected and responding Governments, it is recommended that responding Governments follow the advice given by the INSARAG secretariat.

92. However, most recipient Governments reveal little awareness of UNDAF.

Role of the Governments of affected countries in coordinating relief assistance

For donors and Governments there will have to be a willingness to listen to recipients, especially those in areas where proposed projects are to be implemented.

Syria expresses its sorrow and its solidarity with the Governments and the peoples of the affected countries.

In line with the principle of subsidiarity, international actors should refrain from delivering assistance without prior consultation with, and the explicit consent of, the Government.

Where a revision involves an increase in the total budgeted amount, the approval of the recipient Government will also be required.

This jeopardizes development programmes and undermines the legitimacy and credibility of recipient Governments.

Some recipient Governments express the view that the resident coordinator system has not yet realized its full potential.

Assistance and protection was provided to 46 victims by State units of assistance and protection, as well as by non governmental organizations (NGOs).

Moreover, coordination of all types of external assistance must be done by the recipient Government, to ensure better coherence and coordination of the relief effort.

India had consistently held that the coordination of external assistance should be undertaken only by the recipient Governments.

We express our solidarity with the families affected and with the people and Government of the United States of America.

Assistance for population activities flows through a diverse network, moving from the donor to the recipient country through channels that may be characterized as (a) bilateral directly from the donor to the recipient country Government (b) multilateral through organizations and agencies of the United Nations system or (c) non governmental.

(ii) Donor country Governments making available adequate financial and technical assistance in support of the efforts of recipient countries to integrate Strategic Approach objectives into applicable national policy documents

The organization receives no financial assistance directly or indirectly from any Government or governmental body.

In that context, some representatives pointed out the importance of more active recipient Government participation in directing aid.

50. Recipient government respondents tended to support strengthened linkages, while respecting separate functions and emphasizing the Government s lead role.

It is accepted that international assistance is required for Governments to realize some human rights goals.

Also, the country strategy note, which remains a voluntary initiative of the recipient countries, should be formulated by interested recipient countries with the assistance of and in cooperation with the United Nations system, under the leadership of the resident coordinator, in all recipient countries where the Government so decides.

Some aid is utilized for humanitarian purposes, that is, to relieve suffering in cases in which the recipient Governments lack the needed resources.

Governments of affected countries often face great difficulties in coordinating national and international relief assistance.

Recognize the key role of non governmental organizations in providing assistance to survivors of torture and call upon Governments, private and public entities and individuals to express their solidarity with victims of torture and members of their families by contributing generously to the United Nations Voluntary Fund for Victims of Torture.

(a) Recipient Governments

1. Expresses its gratitude to the States and intergovernmental and non governmental organizations which have provided assistance to the Government of the Comoros for the rehabilitation of the country, and appeals for the continuation of such assistance

Reaffirming that the recipient Government should play a leading role in the overall coordination of collaboration at the country level,

It is essential that close cooperation and coordination among the Governments of the affected countries, the donor community, United Nations entities and international aid agencies are continued in order to ensure the efficiency of assistance.

In that regard, the Government was providing material and financial assistance, and psychological and moral support to victims.

Non governmental aid impact on the realization of the right to education

It must ensure that beneficiaries are assisted solely on the basis of need.

The others were still considered refugees and received Government assistance.

The role of non governmental organizations was particularly crucial for the development of human resources in recipient countries and for disseminating information.

78. The experience of applying the programme approach shows that recipient Governments are generally committed to this modality.

State assistance must be designed to benefit the poorest people first of all.

Governments should target assistance to the poorest and most vulnerable citizens.

Better donor coordination can help, but even more important are recipient Governments' policies and commitment to eliminate corruption.

On the other hand, it reduces the ability of Governments to deploy policy instruments free of external constraint and can thereby limit their capacity to help those most in need at home and abroad.

The Government would be applying to the European Community for financial assistance for such support services and would seek ways to assist aliens who had fallen victim to trafficking in Latvia.

We are deeply touched by that expression of the solidarity and support of the people and the Government of Timor Leste.
