The international reserves of Russia include foreign exchange reserves, gold reserves as well as the reserve positions and special drawing rights (SDRs) in the International Monetary Fund (IMF).

The remaining 145 odd countries, held a very low share of total world reserves and had little access to private international financing.

China is a case in point it transferred 47 billion abroad in 1997, principally through accumulation of reserve assets (e.g., purchases of treasury bills of reserve currency countries).

It must be emphasized that a system based on competing reserve currencies would not solve the instability and inequities of the current system. In fact, it would add another one the instability of the exchange rates among major reserve currencies.

Third, the current system is inequitable, because it forces a transfer of resources from developing countries to the industrial nations that provide reserve currencies. This transfer has dramatically increased over the past two decades.

In Asia, however, the figure must be interpreted with caution since it combines the large build up of official reserves, especially by China, with the substantial loss of reserves by other countries, especially in South East Asia.

The CRA intended to lessen the BRICS dependence on the Fed and the dollar is another story. The five participants agreed to earmark 100 billion of their foreign exchange reserves for swap lines on which all members are entitled to draw.

At the end of 1995, 22 industrial countries and 18 developing countries with access to international capital markets controlled 91 per cent of international reserves.

In priority countries where UNICEF supports a comprehensive WASH programme, UNICEF will contribute supplies to national emergency stockpiles as appropriate, and in other countries will advocate for the creation of stockpiles or other rapid supply deployment mechanisms.
