22. FAO reported that its Policy Assistance Division is the central channel for providing member countries with policy advice and assistance related to national development policies, programmes and strategies in the agro rural sector.

The Legal Assistance Branch is responsible for programmes and policy relating to mainstream legal aid, financial assistance, community legal centres and the operation of the National Pro Bono Resource Centre.

Policies during the initial phases of assistance were therefore particularly important, because a country's capacity to absorb more important aid flows in the medium and long term depended on them.
