13. International human rights treaties such as the International Covenant on Civil and Political Rights can be directly applied by Yugoslav courts, as the federal Constitution declares international treaties to be a constituent part of the internal legal order (art. 16).

C. Plan of Action to strengthen the implementation of the international human rights treaties

The country was a party to four key human rights treaties the two International Covenants on Human Rights, the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women.

6. This set of rights and freedoms came to be recognized and officialized in the Universal Declaration of Human Rights (art. 3) and the two International Covenants, on Civil and Political Rights (art. 6) and on Economic, Social and Cultural Rights (art. 12).

Economic and social rights are recognized in many of the major international human rights treaties, including in particular the International Convention on the Elimination of All Forms of Racial Discrimination, the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child.
