Particular attention will be given to available experiences in the area of electronic commerce, with special focus on the Internet and the experience of the Global Trade Point Network.

Under this agenda item, the Commission will examine the increasing role of developing countries in international trade in services, as well as their experiences, challenges and opportunities in the ongoing negotiations on services.

With regard to trade and investment, opportunities for technical cooperation between ESCAP and ECO are being explored in the following areas developing a subregional database, strengthening inter subregional financial linkages, using training facilities, institution and capacity building, managing trade policy issues, replicating successful experience in growth triangles , and preparing an inventory of and monitoring restrictive trade practices.

Efforts to allow Trade Points to use secure ETOs (Electronic Trading Opportunities) and secure payments (SEAL project) are being actively pursued at a limited number of pilot sites and should soon be extended to a larger number of Trade Points.

The second issue of the UNCTAD Trade and Environment Review (2005) will analyse the experiences of China, the Philippines and Thailand in adjusting to ERs in this sector.

EMPIRICAL EVIDENCE OF THE BENEFITS FROM APPLYING COMPETITION LAW AND POLICY PRINCIPLES TO ECONOMIC DEVELOPMENT IN ORDER TO ATTAIN GREATER EFFICIENCY IN INTERNATIONAL TRADE AND DEVELOPMENT

Experience since the Tokyo Round of multilateral trade negotiations shows that their integration cannot be achieved without better market access based on the principle of special and differential treatment on a non reciprocal basis.

The World Trade Organization ESCAP Regional Workshop on Trade Facilitation for Asian and Pacific Economies, held in Hangzhou, China, from 5 to 7 April 2005, was convened to train trade negotiators on the relevant aspects of the ongoing World Trade Organization negotiations on trade facilitation, including transit.

The experiences of the 1990s and from economic history more generally show that trade liberalization and global economic integration are greatly facilitated by expansion of economic activity and employment and by improvements in living standards.

The recent experience of many developing countries at the World Trade Organization (WTO) Ministerial Conference held in Singapore in December 1996 had confirmed the fact that, in international trade negotiations, few developing countries knew what they actually wanted and often adopted were counter productive approaches.

31. Experts stressed the advantages of having an exchange of views and experiences between health service exporters and providers and trade experts.

South Africa also appreciated the initiative by UNCTAD, in cooperation with UNEP, to look at developing country experiences with the Montreal Protocol, the Basel Convention and CITES.

In Latin America, South South trade represents about 15 per cent of total trade, which is recovering rapidly from the severe economic crisis of 2001.

UNCTAD organized a meeting of the Global Facilitation Partnership for Transportation and Trade in Geneva in September 2005 in which the major international organizations involved in trade and transport facilitation exchanged experiences and coordinated their work.

In the context of the UNDP project entitled Regional programme to promote trade and investment expansion in Africa (RAF 96 001), UNCTAD is proposing to organize subregional workshops in West, Southern and Eastern African countries for the exchange of experiences among African countries on effective trade financing schemes and training activities based on the prototype models for the establishment of EximBanks and other trade financing facilities developed by UNCTAD.

For multilateral trade diplomacy training, cooperative links have been established with the World Trade Organization and the World Intellectual Property Organization, as well as with United Nations Conference on Trade and Development.

For example, the WTCA has worked in close cooperation with UNCTAD apos s trade point initiative to establish trade points within world trade centres and to organize cooperative programmes in the fields of trade education and information.
