Provision is made for two civilian police officers at rates of 90 per person per day for the first 30 days and 75 per person per day thereafter.

Deployment travel is calculated at an average one way cost of 1,000 per person, and ration costs are based on 8.89 per person day for food and 5.78 per person day for water.

Provision is made for 68 international civilian staff at rates of 90 per person per day for the first 30 days and 75 per person per day thereafter.

The provision of 45,300 is based on 35,340 person days at the standard rate of 1.28 per person per day.

(iii) Internal audit travel, 16,000 (two auditors for 21 days each at 8,000 each)

Provision is also made for the travel of two auditors to the mission area for 14 days ( 10,400).

The estimate for daily allowances is based on the standard rate of 1.28 per person day.

The Ministry of Finance should be strengthened with international assistance in the form of qualified manpower in the areas of revenue generation, accounting, internal audit and expenditure control.

Provision is made for payment of recreational leave at a rate of 10.50 per person per day up to seven days taken during a six month period of service ( 133,500).

Clothing allowance is based on the standard rate of 200 per person per year.

Provision is made for payment of mission subsistence allowance to 120 military observers at rates of 90 per person per day for the first 30 days and 75 per person per day thereafter.

The recorded expenditure reflects actual requirements of 1,340,880 person days at an average cost of 12.85 per person day compared with the provision for 2,095,365 person days at a cost of 10.10 per person day.

The requirements are estimated at 11,200 (two training specialists for seven days each) for the period up to 30 June 1998 and 51,500 (nine training specialists for seven days each) for the period from 1 July to 30 November 1998.

The requirements for MSA are calculated at the standard rate of 43 per day, taking into account that accommodation and meals are provided by the United Nations.

And the consequence of cheap phone calling, free phone calling, to India, is the pissed off programmer, is the outsourcing.

In the view of the Committee the estimate of 11,340 per Volunteer for 37 days is excessive.

The budgeted amount of 23,100 provides for 10 trips between Headquarters in New York and the mission area ( 17,500) as well as the travel and subsistence expenses of two internal auditors for 14 days ( 5,600).
