To strengthen the performance based reward system, a broad banding initiative will continue to be piloted in 2006 2007.

When fixing the minimum wage only the following components have been excluded bonuses for a period of employment (anniversary bonuses), pension bonuses, rewards from an establishment reward fund, bonuses from profit, payments from balance surplus in cooperatives and remuneration for overtime.

Gender mainstreaming work should be rewarded through the promotion and salary systems.

The new system was, however, not yet sufficiently rooted in the Organization to support a system of awards and bonuses.

In order to address this issue, a review of the academic reward system, particularly within developing countries is necessary. Incentives should be created to promote research directed to solving developmental problems.

Unlike the PWA program, the Work Premium is a tax credit and is accessible through filing of an annual income tax return.

We believe that a system of incentives for both Governments and defence industries should be established, with a view to encouraging them to join such an agreement on a standard.

Such a system would require incentives so as to avoid the perception of involuntary assignments.

74. Paragraph 79. The Secretariat has been requested to prepare a report on a system of performance awards and bonuses in the context of the performance appraisal system, for the fifty third session of the General Assembly.

The view was expressed that a system of managed assignments, based on incentives, was required in order to encourage language staff to accept assignments to a duty station where opportunities for advancement were restricted because of small staffing tables.

(f) The development of a performance awards or bonuses system should not be a substitute for fair and adequate compensation that ensures competitive conditions of service, nor should it be a replacement for promotion and career development opportunities

25. Pursuant to that request, the Secretary General submitted a report on a system of performance awards or bonuses to the General Assembly at its fifty second session (A 52 439).

The range of incentives to FDI, and the number of countries that offer incentives, have increased considerably in the past decade.

6. Many Governments regard offering incentives to foreign investors as an important policy tool to promote investments.

47. In addition to strengthening staff development efforts, if the Organization is to motivate and retain the highest calibre staff, organizational incentives, and formal and informal reward systems must increasingly recognize those who exemplify the values, behaviours and competencies the Organization seeks to promote.

ICSC was also requested by the Assembly to provide general comments on the concept of performance awards and bonuses to the Assembly at its fifty second session.

Accountability should be accompanied by rewards and incentives.

A significant step in that direction had been the introduction of a new PAS, which ultimately must provide the basis for any system of recognition and rewards.

The system is, however, not yet sufficiently established throughout the Organization to support a Secretariat wide performance recognition system or a system of monetary awards.

They begin to self replicate. So in absence of any reward, the intrinsic reward is self replication.

Investment opportunities, innovative financing, and policy incentives
