Some 310 staff received certificates for successfully completing the OIOS website tutorial on results based programme performance assessment.

I assure the Security Council that the Tribunal remains fully committed to its completion strategy and will continue to do all in its power to discharge its mandate as effectively as possible.

The successful implementation of the completion strategy of the Tribunals is of paramount importance.

The executive directive on reporting is targeted for completion by the third quarter of 2005.

The plan will be finalized by the end of 1998 and updated as necessary. Its actual implementation will be subject to the availability of funds.

Implementation of the recommendation is in progress and will be carried out in the context of the proposed programme budget for the biennium 2006 2007.

The implementation of the legal reforms has been partial and delayed.

LockNull All locks succeed but no actual locking is done.

Considerable work, including humanitarian and reconstruction assistance, remains to be done, and expansion is necessary for the United Nations Assistance Mission For Iraq (UNAMI) to do that work and fulfil its mandate.

UN Habitat will continue to financially close, where feasible, all projects within 12 months of operational completion, in coordination with the implementing partners.

This unprecedented number of new arrivals to the Tribunal in a short period of time has had and will continue to have a significant impact on the implementation of the completion strategy.

28. Although implementation continued throughout 1997, not all field offices have been able to complete the recording of their assets.

In the light of these developments, the 2005 mission implementation plan submitted to the Peace Implementation Council contains 108 items to be completed, out of which 102 items are due to be completed by the end of 2005.
