159. The Committee is worried about the fact that a large number of children are involved in child labour, including in the informal sector, particularly as domestic servants, in agriculture and in the family context.

197. Family work is not limited to child raising and housekeeping.

A government social worker continues to work with the family and child so the child can return home as soon as possible.

According to the Estonian child and family policy conception, family policy serves primarily the following aims (a) improving the quality of life of children and families with children, (b) supporting the reconciling of family life and work, and (c) valuing of the raising of children.

The Program for the Eradication of Child Labor (PETI), which currently consists of two specific actions, is designed to assist families who have children less than 16 years old that part of the child labor force.

A group of deputies called Otbasy (Family), which was created in the Kazakhstan Parliament at the legislative level for protecting the interests of the family, women and children, is working effectively and is in fact protecting the interests of the family, women and children through the passage of laws.

About six times more children did unpaid jobs for someone else who was not a household member, and 15 per cent of children worked on farms or did similar jobs within a household.

Household survey data suggest that about 18.2 per cent of children aged 5 17 work for pay or in family enterprises.

About 13 per cent of children live in families which fall within the category of the poorest, and 29 per cent live in families on the poverty line.
