The Secretariat will present an oral report on the matter.

The Field Offices shall therefore prepare a factual report thereon, on which the comments of the Parties will be requested, whereupon the Commission shall provide appropriate instructions to the Field Offices.

The Special Rapporteur immediately referred the matter to the Centre for Human Rights in Geneva and the Office of the United Nations Legal Counsel in New York.
