95. The Wages Boards Ordinance is applicable to persons employed in any trade.

(a) Workers and employees having employment contracts

The Committee is concerned about the precarious situation of the large number of persons employed under short term temporary contracts (around 30 per cent of the total number of wage earners).

Also, the professionals are institutions in themselves.

The same applies to the use of recreational, environment stabilising and ecological qualities inherent in a forest.

The Social Protection of the Unemployment Act regulates the registration of persons as unemployed and the payment of state unemployment benefits, single benefits and stipends for unemployed persons through employment offices.

Many of these projects put an emphasis on those jobs related to the construction industry, with the aim of helping the unemployed and, especially, demobilized soldiers to get employment in these areas, having in mind that the industrial reconstruction is the main source of employment.

In 1992, of the total number of around 226,000 such juveniles, 48 per cent worked in industry, 20.8 per cent in trade and 12.5 per cent in construction.

This means that in reality no major job losses would take place among people currently working, and receiving salary and benefits.

In short, unemployed persons willing to engage in some sort of self employment do not only form the informal sector it is also owned by formally employed persons.

Especially disadvantaged groups in respect to employment are older employees, disabled workers and persons with special needs.

Subsequently, coverage was extended to virtually the entire employed working population to students (1965), fishermen, including small ship owners and self employed fishermen (1977), agricultural employees (1982), agricultural and non agricultural self employed workers, Tunisian workers abroad without coverage (1989), employees in the developed agricultural sector (1989), and young people on vocational courses.

The staff of the State Placement Agency of the Federal Capital and of the provincial and municipal employment agencies were trained as well.

93. It is estimated that approximately 60 per cent of the total employed population is covered by wages boards.

The Government has established four Maori commissions, covering health, education, employment and training, and economic employment.

Young people need to be integrated as productive members into society through employment and vocational training.

Nearly one third of employed older people are working in conditions of underemployment.

In India, for instance, there are examples of the job creation potential of ICTs in the software industry, where more than 350,000 people are employed.

The Subcommittee on Integration into Employment is a body coordinating the work of its component institutions on the integration of handicapped persons into employment by means of joint projects.

41. The offers to the unemployed should to a greater extent be adapted to the wishes of the individual person and to the needs of the local labour market.

Further, a large number of people have fictitious employment, and receive no salary or benefits.

It's hard to move around even for authorized medical personnel.
