During the period from 2006 till 2010 the consumer price index and the 25 wage index will be applied to all pensions which will not exceed the amount equal to five times the state social insurance benefit, while as of 2011 50 of the actual increase in the insurance contribution wages will be used in the consumer price wages index.

82. In the period between the comprehensive surveys, salaries at headquarters duty stations are adjusted either on the basis of an appropriate wage index or a price index or a combination of the two.

The average monthly wage of kolkhoz workers in 2002 was 6.50 (the countrywide figure was 11.80).

Indexation may be carried out every quarter, but only when the average wage has increased by at least 10 per cent in relation to the previous basis of indexation.

53. The method of fixing the minimum wage, together with a mechanism for quarterly indexation, negotiated with the trade unions in 1991, allows for the maintenance of the real value of the minimum wage.

103. As stated before, any minimum rate of wage determined by a wages board consists of a basic rate and a special allowance to be adjusted on the basis of variation in the cost of living index.

The minimum old age pension amounts to 39 per cent of the average wage in the calendar quarter preceding the date of indexation.

The allowance is increased by a percentage of the growth in the average monthly wage between the quarters preceding the date of indexation.

On the subject of the relationship between post adjustment increases at the base and other duty stations, it was noted that the post adjustment index for New York was updated over time by the United States Bureau of Labor Statistics consumer price index, and the remuneration in New York was adjusted periodically through the application of the post adjustment system using the revised index.

Disproportionately large amounts are often deducted from wages for unauthorized absences.
