Income support is provided to individuals with physical disabilities, sensory disabilities, intellectual disabilities and psychosocial disabilities by 58.8, 51.8, 56.1, and 44.7 per cent, respectively, of the countries that responded. Women with disabilities receive income support in 55.3 per cent of responding countries, and the parents of children with disabilities in 43 per cent.

However, the Committee regrets the lack of official data on the number of children with disabilities and the lack of care facilities for these children, especially in rural areas, and the fact that a large number of children with disabilities do not attend any form of education.

A characteristic example is the three large Centres operating in Athens, with branches in the rest of the country, which cover all sensory and kinetic disabilities (Centre for the Education and Rehabilitation of the Blind, National Foundation for the Deaf, National Foundation for the Rehabilitation of the Handicapped).

Of the countries that responded, 46.9 per cent have adopted an official definition of disability 39.9 per cent have established a national monitoring body and 47.8 per cent have worked on collecting data on disability.

Persons with disabilities include those who have long term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others.

Nevertheless, it remains concerned at the very poor living conditions of children with disabilities, their lack of integration in schools and society and at prevailing societal discriminatory attitudes towards them.

The issue of disabilities was highlighted in Japan s policy on official development assistance.
