The sustainable livelihood framework (SLF) proposed in the project document as a tool for analysing the success of the project is based on the following set of broad success indicators natural capital, physical capital, social capital, human capital and financial capital.

Indicators of efficiency in terms of cost and time include a survey of transport costs (e.g. per 6m container export), an international comparison of rail and port costs, a list of the different costs, average transit times, an FOB CIF cost comparison, etc.

However, such equity capital normally represents only a portion of the total cost of an infrastructure project.

Non zero allocations typically assume that there is a real opportunity cost for scheduling a particular service, and this assumption may not be valid at times of low activity.

It is in that spirit that we voted in favour of the resolution.

The development of cost effective and easy to maintain cost accounting systems could facilitate analysis of the cost of activities, including the related resources that could be released as a consequence of the discontinuation of outputs.

41. The Office has established cost centres and improved measures of common cost apportionment.
