There is no investment officer to cover real estate investments.

14. To stimulate investment and create more active real estate markets, ECE has established the Real Estate Advisory Group (REAG), consisting of property lawyers, bankers, developers and real estate valuers.

On one hand, China should not try to eliminate overcapacity by maintaining the high growth rate of real estate investment. While investment in social housing should be welcomed, real estate investment, currently running at 10 13 of GDP, is already far too high.

The real estate investments of the Fund require legal reviews of each investment opportunity.

It is difficult to judge how serious China s property bubble is and when it might burst. But one thing is certain China has invested too much in real estate development.

How much might we expect a home in a famous city to outperform other real estate as a long term investment? The answer not much at all.

The investment officer who covers the emerging markets would be assigned to head the team dealing with emerging markets, real estate investments and alternative investments.

Driven by the real estate cycle in the first quarter of this year and influenced by the investment rally in real estate and the improvement of facility investment, the economy has entered phased recovery.

A large proportion of real estate OFDI went to Europe (about 60 per cent), contributed by major hotel and property investments made by leading Singaporean firms.

The biggest contributor to that performance was United States investments, which comprise the majority of the Fund apos s real estate portfolio.

One of the two investment officers who together cover the European equity markets would be assigned to real estate investments.

China s investment consists of mainly three broad categories manufacturing industry, infrastructure, and real estate. In late 2008 and 2009, at the height of the global financial crisis, stimulus fueled infrastructure investment sustained output growth.

Over the past decade, real estate investment in China has been the single most important contributor to fixed asset investment growth and therefore, to the economy. Indeed, since the late 1990 s, the real estate investment to GDP ratio has been far higher than it was in countries like Japan and Korea during their high growth periods.

For example, the Office of Internal Oversight Services suggested that the Investment Management Service review in detail the operational steps related to real estate investments, which will require the opinion of specialists.

Residential investment is still at an historic low as a share of GDP as a result of overbuilding during the 2003 2008 housing boom and the tsunami of foreclosures that followed. But the headwinds in the housing market are dissipating.

A study by the National Association of Realtors (NAR) indicates that 13 of all homes purchased in the United States in 2004 were vacation homes. This does not include buyers who purchased homes as investment properties, mostly to rent out.

Inner Mongolia Hulunbeir Zhongwei Real Estate Development Co., Ltd. and Zhongqing Ganglian (Beijing) Investment Co., Ltd. jointly developed a real estate project Hulunbeir Shiji Tianlun Hotel.

Most U.S. families had both financial assets and real estate assets. At that time, almost all household assets of the low income families were real estates, while the majority assets of the top 20 high income families were financial assets. As a result, poorer people in the United States have higher debt ratio.

Moreover, housing market reforms and the development of a mortgage loan market in the late 1990s fueled rapid growth in real estate investment, which reached an annual rate of over 20 in 2000. As a result, real estate development became the most important contributor to economic growth, even as exports boomed following China s accession to the World Trade Organization.

In the field of trade and investment promotion, ECE s focus has been on the dissemination of best practices in investment promotion techniques, the promotion of private investment in infrastructure (road, rail, telecommunications, power generating networks, water systems etc.) and stimulation of investment in real estate.

This indicates that data on the growth rate of fixed asset investment may have exaggerated the pace of capital stock accumulation. Hence, while the Chinese government should be firm on reducing the dependence of growth on investment, it must exercise utmost care when doing so.

Complicating this effort is the fact that, unlike in 1997 2002, China cannot absorb overcapacity by stimulating real estate investment and exports. And no one knows whether the much discussed innovative industries can have the impact that real estate investment and exports did not least because there is so much excess capacity in the traditional industries.

The expectation that this trend will continue has driven homeowners to retain possession of their properties, even though rental rates amount to less than 2 of a property s market value. But, with the real estate sector finally facing a downturn, the time to rethink this investment strategy has arrived.

Those remaining would be strong enough to support the real sector and provide cheap credit for genuine investors.

But what do these arguments really mean for the outlook for investments in homes in superstar cities?

Since the twenty first century began, skyrocketing housing prices in China, except for a short respite during the global financial crisis, have caused serious social discontent. After years of half hearted effort, China s government has finally clamped down on housing speculation.

Although one new post of Investment Officer has been recommended by the Office of Internal Oversight Services for real estate investments, it has been decided that it would be more beneficial to the management of the Fund to redeploy the current investment officer posts by expanding the responsibilities of each.

4. Capital assets fund and management of premises

When the shopping center died, the city restored the site's original wetlands, creating lakefront property, which then attracted private investment, the first private investment to this very low income neighborhood in over 40 years.

In addition, there was excessive investment in speculative assets, such as real estate and stocks, which rendered the banks and finance companies vulnerable to an economic slowdown.

The cost of the Investment Management Service space would therefore be fully charged against the assets of the Fund.

Financial bubbles emerge wherever liquid asset markets exist. Indeed, the objects of such speculation astound the imagination tulip bulbs, gold and silver mines, real estate, the debt of new nations, corporate securities.

Donor financing and property taxes may be options to provide supplemental capital resources to such funds.

The futures markets on home prices will allow investors around the world to invest in US homes indirectly, by buying interests in them through these markets. An investor in Paris, Rio de Janeiro, or Tokyo will be able to invest in owner occupied homes in New York, Los Angeles, and Las Vegas.

Dispossession of the investor

Asia, in particular China and South East Asian countries, accounted for the overwhelming majority of manufacturing, commerce and real estate investments from Singapore in 1996 (figure 1).

But, aside from strong public interest in investing in housing and in hedging housing risks, another critical issue must be resolved if futures markets are to succeed prices must be revealed, and investors must understand what these prices mean.

I asked this question of recent homebuyers on the theory that fear of job loss might help explain the remarkable boom in home prices in the US (as well as many other advanced countries). After all, people who fear losing their jobs may seek greater economic security by investing in real property in their own wealthy country, bidding up prices in the process.

The motives were largely similar across regions and were dependent on the types of OFDI (market seeking, efficiency seeking, resource seeking, asset augmenting).
